Pre-development work worth Rs 16,000 crore on Navi Mumbai airport commenced on 15 May, 2017. The environment ministry had given its approval in April 2017 to start the pre-development work, but it was put on hold twice by City and Industrial Development Corporation (CIDCO) due to resistance from the villagers.

The pre-development work has been started by constructing temporary roads from the hillock to the reclamation site and preparations are being done for hill-cutting. The work will also involve carrying out a trial blast to obtain rock fragments.
